Man's dependence on the sea and its resources has increased manifold, and therefore, they are the future nucieil of conflicts and linkages among the nations of the world in search of a stable but economically viable oceanic regime. Till recently little was known about the resources of the seabed and the high sea was regarded as the biological desert but now every nation looks towards the oceans with certain expectations to solve their mounting problems of food, energy, re-sources and environment. India is no exception and her future is twined with its waters around.
